On Wednesday, 19 July 2017, the Knesset Plenum endorsed in a preliminary reading a bill, proposed by MK Anat Berko from the Likud Party. The bill provides that the Health Insurance Law will not be applicable to the treatment of those who take part in ‘terrorist operations” in accordance with the definition of terrorism under the Israeli Anti-Terrorism Law.

The bill is proposed in the context of an incitement campaign against and targets Arabs. It is dominated by a political discourse to keep incitement at the forefront of political discourse. The bill was supported by the government.
